It takes money to build and maintain a clean efficient water system. Like so many things that are being put into private hands, due to not enough money for the municipal, county and state governments to do it.&lt;br&gt;People seem to want to pay more to private companies for the same things, done in more reckless ways, than to pay through taxes, and own and control these things. Short sighted.&lt;br&gt;The people as a whole, used to build, own and control those things deemed vital to their every day well being. But they preferred to cheap out. Rugged individualists....HA! &lt;br&gt;Water in California is in shortening supply,(not unlike many other states) and particularly so in the central to southern portion.  If more water is drawn out(most likely at a discounted rate, for these bottlers), then that pinches supply, and the rates go up for all the other customers.  It&#039;s worth pointing out, too, that a large portion of this bottled water is probably sold outside of California, which may place even further demand on the supply.   The idea of capturing rain water for drinking is a good one, but not really feasible for most Californians because of sporadic rainfall, complicated by drought cycles.
